In recent years, the growing demand for transparency and civic engagement has led Public Administrations to explore new approaches to financial communication. Popular Reporting, known in Italy as “Bilancio POP,” is a simplified reporting tool designed to make public financial and administrative information accessible to non-expert citizens. This thesis examines the evolution of Popular Reporting internationally, with a specific focus on Italy, through the analysis of best practices (Milan, Turin, Castel Maggiore) and an empirical survey. The study highlights the advantages of this tool in enhancing transparency, accountability, and citizen participation, while also addressing its limitations, such as the risk of oversimplification and lack of standardization. The conclusions stress the need for an integrated approach combining digital innovation, civic education, and public policy to strengthen a culture of shared responsibility within local communities.
Negli ultimi anni, il bisogno crescente di trasparenza e partecipazione civica ha spinto le Pubbliche Amministrazioni a sperimentare nuove modalità di comunicazione finanziaria. Il Popular Reporting, o Bilancio POP, si configura come uno strumento di rendicontazione semplificata finalizzato a rendere accessibili le informazioni pubbliche a cittadini non esperti. Questa tesi esplora l’evoluzione del Popular Reporting a livello internazionale, con particolare attenzione al contesto italiano, analizzando casi studio virtuosi (Milano, Torino, Castel Maggiore) e proponendo un’indagine empirica tramite questionario. Il lavoro evidenzia i benefici di questo strumento in termini di trasparenza, responsabilità e partecipazione, ma ne analizza anche i limiti, come il rischio di eccessiva semplificazione e l’eterogeneità dei formati. Le conclusioni sottolineano l’importanza di un approccio integrato tra innovazione digitale, educazione civica e politiche pubbliche per rafforzare la cultura della responsabilità condivisa nelle comunità locali.
