The thesis addresses the issue of the housing emergency and the role of social housing as a tool for inclusion, social justice and the regeneration of housing welfare. In a context marked by increasing socioeconomic inequalities and the progressive marginalization of public rental policies in favor of private ownership, ensuring access to adequate housing has become one of the main challenges for public policy. Following a historical and theoretical overview of housing policies in Italy, the work focuses on the case of the Ludovico Antonio Muratori Foundation in Modena, which manages rent-controlled housing. Through a qualitative and quantitative investigation of the tenant population, the study examines the socio-demographic characteristics of the residents, the factors influencing social mobility pathways, and the role of housing in processes of autonomy. In this context, an innovative model for calculating rent is proposed, based on a semi-parametric multilevel approach that considers the actual composition of family units and the tenants’ ability to pay, overcoming the limitations of current standardized criteria. In conclusion, the thesis provides an operational and replicable contribution to the debate on housing governance, through a series of project proposals aimed at making social housing management more equitable, flexible, and sustainable, interpreted as a strategic lever for rebalancing inequalities and building more resilient communities.
La tesi affronta il tema dell’emergenza abitativa e analizza il ruolo dell’housing sociale come strumento di inclusione, giustizia sociale e rigenerazione del welfare abitativo. In un contesto segnato da crescenti disuguaglianze socioeconomiche e dalla progressiva marginalizzazione delle politiche di locazione pubblica a favore della proprietà privata, garantire l’accesso a un’abitazione dignitosa rappresenta oggi una delle principali sfide per le politiche pubbliche. Dopo un inquadramento storico e teorico delle politiche abitative in Italia, il lavoro si concentra sul caso della Fondazione Ludovico Antonio Muratori di Modena, attiva nella gestione di alloggi a canone calmierato. Attraverso un’indagine qualitativa e quantitativa condotta sulla popolazione locataria, si esaminano le caratteristiche socio-demografiche degli assegnatari, i fattori che influenzano i percorsi di mobilità sociale e il ruolo dell’abitare nei processi di autonomia. In questo contesto viene proposto un modello innovativo per il calcolo del canone di locazione, fondato su un approccio semi-parametrico multilivello, che tiene conto della composizione dei nuclei familiari e della reale capacità contributiva degli inquilini, superando i limiti degli attuali criteri standardizzati. In conclusione, il lavoro fornisce un contributo operativo e replicabile al dibattito sulla governance abitativa, attraverso una serie di proposte progettuali finalizzate a rendere più equa, flessibile e sostenibile la gestione dell’housing sociale, interpretato come leva strategica per il contrasto alle disuguaglianze e la costruzione di comunità più resilienti.
